Since March 28, 2023, Azerbaijan has removed most COVID-19 entry restrictions. Now, nationals and residents of many countries can enter the country using the Azerbaijan Visa Online.

However, travellers are advised to check the current travel restrictions when planning a visit to Azerbaijan. Those who meet the entry requirements and satisfy all the conditions can enter Azerbaijan without any limitations. 

To enter the Republic of Azerbaijan, passengers must obtain an Azerbaijan Online Visa by applying online via the Azerbaijan eVisa system or the ASAN Visa system, or at an embassy. 

Azerbaijan COVID-19 Entry Rules: Air Travel Open, Land Borders Restricted

Most COVID-19 travel restrictions for air travellers have been lifted in Azerbaijan, allowing entry by international flights without COVID-19 vaccination certificates, recovery certificates, or test requirements. However, Azerbaijan’s land borders remain closed to regular passenger crossings. Under the special quarantine regime, the land borders remain closed to ordinary passenger traffic until 06:00 on April 1, 2026, with land entry permitted only in limited cases requiring special permission. The extension is officially stated to be a precautionary measure to prevent the spread of COVID-19 and its potential complications.

Entry Documents Required for Azerbaijan

Travellers must present their electronic visa (ASAN e-visa) or an embassy visa, along with a valid passport, when crossing the border. A passport valid for at least 6 months from the date of arrival is also mandatory. Other travel documents, depending on the nature of your visit, should also be ready beforehand.

Azerbaijan Electronic Visa

Azerbaijan issues an eVisa to citizens of eligible countries to visit and stay for up to 30 days. Visa holders can enter the country only once with their eVisas. If the visitor wishes to travel back and forth between Azerbaijan and other countries, they must obtain a new eVisa.

The online visa system has made the visa process easier and quicker than ever. Allowed travellers can apply for an eVisa from the comfort of their homes, with the only Azerbaijan visa requirement being having a stable internet connection.

To apply for an eVisa, applicants must have at least 6 months' validity of their passports. Once the visa process is complete, applicants receive their electronic visa in their email, which they provided in the application form. You must take a printout of the eVisa to present to immigration staff at entry points.

Azerbaijan Visa at the Embassy

The Azerbaijan online visa service is not open to all countries. Currently, tourists from over 86 countries can obtain an online visa through a swift, smooth process. However, foreigners who cannot apply for an eVisa can still travel to Azerbaijan by applying for a visa in person at the nearest Azerbaijan Embassy or Consulate.

Visa-Free Entry to Azerbaijan: Conditions and Limitations

Citizens of only a few countries can travel to Azerbaijan visa-free. Citizens of countries such as Belarus, Georgia, Ukraine, and a few others may enter Azerbaijan without a visa and stay for up to 90 days, depending on their nationality. The permitted length of stay may vary based on bilateral agreements. However, visa-exempt travellers must still obtain an appropriate visa or residence permit if they plan to remain in Azerbaijan for employment, long-term stay, or immigration-related purposes.

Border Entry Rules and Travel Restrictions

Foreign nationals and stateless persons must enter Azerbaijan only through official border checkpoints. Entering the country by any other route is illegal and may result in fines or legal action.

Foreigners are strongly advised not to enter Azerbaijan from the territory of Armenia unless they fully comply with Azerbaijan’s border regulations. Those who enter or attempt to enter Azerbaijan in violation of the law may face legal action, including fines, criminal charges, or a ban or restriction on future entry into the country.

Currency Import and Export Regulations in Azerbaijan

Non-residents can bring any amount into Azerbaijan, provided they follow customs procedures. Moreover, travellers leaving Azerbaijan may carry up to USD 10,000 in cash with a simple oral declaration. Amounts between USD 10,000 and USD 50,000 can be taken out only if the same amount was brought in earlier and properly declared with customs documents.

Customs Allowances and Import Restrictions in Azerbaijan

The government of Azerbaijan has also set customs regulations for the import of certain items into the country. Travellers should be careful about the quantities mentioned while taking the following items with them.

• Alcoholic beverages: 1.5 litres per person without duties.
• Cigarettes: 200 per person
• Personal effects must be declared on arrival: 20 grams of gold or 0,5 carat diamond fixed in jewellery goods
• Other precious metals and jewellery: up to USD 1,500
